Since you have, though, I shall rewrite the distribution plan.

$250k for investments, the interest of which will be used to fund education outreach in District-X.
$250K for investments, the interest of which will be used to help in upgrading infrastructure in District-X.
$250k for investments, the interest of which will be used to fund mutant-owned start-ups and/or current businesses in District-X.
$250k to begin a scholarship that will be used to help fund higher education for teenagers from District-X.

If you'd like to donate $10M, I most certainly wouldn't say no. I do, however, understand that, as you mentioned to Kyle, $10M would be more difficult to justify. Though you could make it an annual, tax deductible contribution to the Xavier Institute.

I think breaking it into manageable projects using some of the resources WI already has would be prudent. More cost-efficient. I'm trying to really bolster our philanthropic contributions so this would work.
